Timothy Hoy - Co-founder and President
Timothy Hoy is a Certified Professional Accountant with a Master's in Business Administration from Northern Illinois University and a Bachelor's in Economics from King College. He began his career in international development in 1990 as a Peace Corps Volunteer in Haiti and Togo. In Togo, he assisted 30 small businesses with start-ups, training, marketing, and accounting. In Haiti, he developed an inventory requisition model for a rural hospital and trained workers in organizing and categorizing patient records.
Mr. Hoy has also worked for the Organization of American States (OAS), supervising observers in two Haitian elections and coordinating human rights activities. He designed and implemented a micro-enterprise program for refugees, developed training materials, and established relationships with banks for financing start-ups. Currently, Mr. Hoy coordinates with project managers at Cross International to implement annual budgets, establish efficient accounting procedures, and develop financial procedures manuals. He provides monthly and yearly internal reports to various stakeholders, ensuring adherence to GAAP and board policies.
Dr. Jacquelyne Hoy - Co-founder and Vice-President
Dr. Jacquelyne Hoy holds a Doctorate in Education with a concentration in educational leadership and two-way immersion programs from Nova University, and a Master’s in Social Work focused on psychotherapy for children. With 25 years of experience in education and 10 years in the accreditation process, Dr. Hoy co-founded Hoy Global Consultants, providing educational and international development services since 2010.
She founded the Lycée Franco-Américain International School and the International School of Broward, offering French/English immersion and international studies programs. Dr. Hoy has extensive experience in psychotherapy and mental health training, working at Miami Northwestern High School and the Children Psychiatric Center. She has served on Cognia’s accreditation team and received the “Palmes Académiques” Medal from the French Government and the 2018 Principal of the Year award from the City of Hollywood Chamber of Commerce.
Tonia Carty Hoy - Marketing Director
Tonia C. Hoy brings over 20 years of experience in advertising and marketing, leading campaigns for Fortune 500 clients, small businesses, and non-profits. With expertise in brand storytelling, digital programs, and integrated marketing campaigns, Tonia has worked with major companies such as Chick-fil-A, BMW, Publix, Target, Novartis, and 3M. She holds an M.A. from Richmont Graduate University and a B.S. in Communications from the University of Tennessee. Tonia has received several awards, including the National Silver Echo Direct Marketing Award for an HBO campaign.
Ellen Powers, MPH - Public Health Consultant
Ms. Ellen Powers has over 20 years of experience as a Senior Manager in public health promotion, health assessments, capacity building, and health system strengthening in Haiti. Fluent in Haitian Kreyol, she has demonstrated her ability to coordinate programs and build the competence of local organizations. Ms. Powers holds a Master’s Degree in Public Health with a focus on International Health and Development from Tulane University School of Public Health and Tropical Medicine.
Dr. Thomas H. Riess, PhD, MPH - Program Director
Dr. Thomas H. Riess is an accomplished researcher, evaluator, and program manager with over 20 years of experience. Specializing in situational assessments and program evaluation, Dr. Riess has worked with the AIDS Healthcare Foundation, the CDC in Cambodia, and several universities. His work has been published in peer-reviewed journals and presented internationally. Dr. Riess holds a Doctorate from the University of Illinois at Chicago, a Master’s from Yale University, and a Bachelor’s from the University of California, Santa Barbara. He speaks Haitian Creole, French, and Khmer.
Camille Hoy - Coordinator of International Development
Ms. Camille Hoy holds a Bachelor's Degree in Politics and International Relations from the University of Westminster. She has experience fundraising for Greenpeace and co-founded the Students for Refugees Association, implementing various initiatives to support the immigrant population in London.
Yann Bareau - Educational Consultant
Mr. Yann Bareau holds a Bachelor's Degree in Mathematics from Sheffield University and a Master’s in Probability. With over 20 years of teaching experience, he provides professional development for teachers in France and works with students in medical centers. He has taught mathematics in a U.S. charter school, promoting French/English immersion programs, and was recognized as Teacher of the Year in 2011-2012.
Magali Nappez-Bonhomme - Educational Consultant
Ms. Magali Nappez-Bonhomme holds a Master's Degree in History from the University of Aix-Marseille and is certified by the French Ministry of Education. With over 14 years of experience, she has coordinated and managed educational projects in history, arts, and culture. Ms. Nappez-Bonhomme has served on a school board and developed international studies programs, enhancing multicultural learning environments.
Mike Wilson - Program Manager
Mr. Mike Wilson holds a Master’s degree in Adult Education and has nearly 25 years of experience. His work has taken him to the Caribbean, Central and South America, Africa, and Asia, focusing on project development, implementation, evaluation, education, grants, capacity building, compliance, and agriculture. He has worked with private charities, the UN, the OAS, and USAID-funded projects, and is fluent in Haitian Creole.
